Are all boats required to carry a Marine VHF radio on board?

Believe it or not, law does not require boaters to carry a Marine VHF radio on board. You would think that due to the safety they provide it would be mandatory to have one, but unfortunately this is not the case. I know I would feel a lot safer out in the water if I knew everyone else had a Marine VHF radio like I do.
